Looking to the Future with CHA’s Board

With just a couple of months left in 2025, last week’s meeting of the CHA Board of Trustees was an important opportunity to reflect and learn from all that’s happened this year — from monumental federal policy changes to a strong showing at the state level — and to look toward the work for next year and beyond

At a glance, some highlights from the meeting:

  • On work in 2026 — It will be a year of heavy defense, with advocacy priorities focused on protecting Medicaid/Medicare financing, holding OHCA to account for its responsibility to preserve access to care, and battling ballot initiatives. CHA will be proactive in our communications on the financial headwinds facing hospitals and the impending crisis in access to care for many.
  • On longer-term policy and advocacy efforts — We shared a multiyear framework to support hospitals. Collectively, we must shape both state and federal policy decisions and reimagine the health care delivery system for the future, a point of heavy discussion, as leaders work to transform their organizations in real time to preserve the best of what exists now and adapt to new external conditions.
  • On state leadership — The board had an opportunity to meet with gubernatorial candidate former U.S. Rep. Katie Porter (D). Board members asked Porter pointed questions about her views on the seismic construction mandate, Medi-Cal, regulatory reform, the Office of Health Care Affordability, and more. Porter is the latest of leading candidates for the state’s highest office to meet with the board.
  • On CHA leadership — The board approved a slate of officers for 2026 to help guide the association in representing hospitals before state and federal lawmakers during this volatile period. The slate includes:
    • Chair – Julie Sprengel, President & CEO, California Region, CommonSpirit Health
    • Chair Elect – Dr. Lori Morgan, Trustee
    • Secretary/Treasurer – Chris Howard, President & CEO, Sharp HealthCare
    • Past Chair – Siri Nelson, President & CEO, Marshall

The policy landscape is shifting significantly — that makes preparation, planning, and adaptability essential.

While much is uncertain about what may come our way, hospitals and our association are stronger united, and guidance from the many leaders who comprise the CHA board is invaluable.
