Kirsten Barlow – Kirsten joined the California Hospital Association as Vice President, Policy in December 2021, where she manages behavioral health policy issues. Over the three prior years, Kirsten established an independent consulting practice providing policy, finance, and strategic expertise to clients, including: Aurrera Health Group; the National Alliance of Mental Illness – California; California Public Administrators, Public Guardians, and Public Conservators Association; California Hospital Association; Hospital Association of Southern California; and Hospital Council of Northern and Central California. Gideon Baum – Gideon Baum is CHA’s lead on labor and human resources issues. Prior to CHA, Mr. Baum served as Staff Director for the Senate Committee on Labor, Public Employment and Retirement and served as a Committee Consultant with the State Senate for nearly 15 years. Kiyomi Burchill – Kiyomi Burchill is Group Vice President, Policy, at the California Hospital Association (CHA). In this role, she leads CHA’s policy team in developing and executing priority policy initiatives. Previously, she served as Vice President, Policy where she was responsible for developing CHA’s policy positions on a portfolio of legislative and regulatory issues. Before joining CHA, Kiyomi spent over a decade in California state government in both the Legislature and the California Health and Human Services Agency. Jackie Garman – Jacquelyn Garman, JD, is Vice President, legal counsel for California Hospital Association. Ms. Garman oversees and coordinates the association’s legal representation on litigation critical to the hospital industry and assists with the legal impact of legislation and regulations on hospitals. Prior to joining CHA, Ms. Garman served as general counsel for Children’s Hospital & Research Center Oakland from 2006-2014, where her responsibilities also included serving as the organization’s risk manager. Kathryn Scott – Kathryn serves as the association’s head lobbyist in Sacramento and directs the California lobbying team. Previously, Kathryn was a partner at Capitol Partners, a Sacramento lobbying firm that she founded over ten years ago. She has over 20 years of experience in public policy and served as a contract lobbyist to CHA for 15 years. She has also represented the United Hospital Association and the District Hospital Leadership Forum among other health care and non-health care clients.
