SB 43 would require individuals or companies that sell referrals to substance use disorder (SUD) treatment programs to first become licensed by the Department of Health Care Services, which would have specified oversight and sanction authority over these entities. This bill would also prohibit referral agencies from having any financial interest in the SUD treatment programs or facilities doing business with them.
