AB 2096 would have reversed the respiratory scope-of-practice limitations enacted by SB 1436 (Roth, 2022), restoring licensed vocational nurses’ authority beyond the “basic respiratory tasks” framework. This would have included allowing ventilator adjustments, suctioning, oxygen titration, and respiratory assessments.
