HRSA Issues Resources for Provider Relief Fund Reporting Period 2, Phase 4 Payment Methodology and Reconsideration

The Health Resources and Services Administration’s (HRSA) Provider Relief Fund (PRF) reporting portal is now open for Period 2 reporting.  

Hospitals and other providers will have until March 31 to report on their use of PRF payments received from July 1 to Dec. 31, 2020. These funds must have been expended by Dec. 31, 2021.  

HRSA will hold technical support webinars for new and returning reporters on Jan. 12 and returning reporters on Jan. 13 at noon (PT). For reporting Period 2, the agency has updated its lost revenues reporting guide and provided a fact sheet clarifying that returning entities may change the methodology for calculating lost revenues but must then use the new methodology to calculate lost revenues for the entire second period of availability. Registration for the webinars and links to the updated reporting guidance documents are available on the PRF Reporting Requirements and Auditing web page.  

Phase 4 Reconsideration Process 

The reconsideration window for American Rescue Plan (ARP) Rural and Phase 4 payments opens on Feb. 1. Providers who believe their payment(s) were calculated erroneously will be able to request reconsideration. Application details will be provided on the HRSA Payment Reconsideration web page by Feb. 1. In preparation for a possible reconsideration application, providers should review the ARP and Phase 4 payment methodology.
