Earlier this week, CHA’s sponsored ballot measure — The Health Care Union Transparency, Accountability & Union Member Right to Vote Act — received its official “Title and Summary” from the state Office of the Attorney General.
That means our campaign has now begun the process to collect the signatures needed to qualify for the November 2026 statewide ballot.
The intent of our initiative is straightforward: to give health care workers a vote on how their hard-earned dues money is spent, a voice in the debate over political spending by their unions, and a view into how those dollars are spent every year. Specifically:
- The initiative would require large health care unions to get a vote of approval from their members before they can spend more than $1 million on statewide ballot measures or $100,000 on any local ballot measure.
- The initiative would require large health care unions to share with their members — by mail and email every year — a detailed accounting of all spending on political campaigns, candidate elections, independent expenditures, and other political activities. It would also require the union to divulge the per-member cost of that political spending.
Research shows that Californians strongly and broadly support giving health care union members more of a voice and a say in how their dues money is spent on politics.
As the issuance of the Title and Summary kicks off the signature-gathering phase of the initiative campaign, we will keep you posted throughout the next 11 months as we work to seek voters’ approval of this measure less than a year from now.
