Final Rule on ACA Marketplace Integrity Aims to Address ‘Improper’ Enrollment

What’s happening: On June 20, the Centers for Medicare & Medicaid Services (CMS) issued its final rule on Affordable Care Act (ACA) marketplace integrity and affordability.  

What else to know: While most of the provisions go into effect on Aug. 25, CMS sunsets many of these changes after plan year 2026.  

The final rule:  

  • Establishes new standards for the health insurance marketplaces and addresses improper and fraudulent enrollments 
  • Shortens the open enrollment period for the federal marketplace 
  • Limits open enrollment periods for state-based marketplaces to a nine-week period 
  • Increases the maximum annual cost-sharing limitation
