The Hospital Quality Institute (HQI) is a non-profit organization committed to provide timely, accurate information and data reports for California hospitals to help them continually improve patient care.  The Data Management and Analytics Staff at HQI collaborate to design, implement, integrate, and maintain systems of data acquisition to provide analytics for supporting hospital safety and quality improvement activities.  Current projects include developing and improving the Hospital Quality Improvement Platform (HQIP), which is a data hub and web application allowing California hospitals to access integrated performance data from various sources and create actionable intelligence for improving care. We are looking for an experienced data analyst to help us maintain, improve, and grow the HQIP analytics platform, perform outreach and engagement with hospitals to increase participation and provide data for the platform, and conduct data processing, descriptive analyses, and outcome report development of healthcare information.

REQUIRED QUALIFICATIONS – EDUCATION, EXPERIENCE, AND SKILLS

Bachelor’s degree with experience in statistics, social science, public health, data analytics, or other related field with two years of demonstrable quantitative analysis experience.

Experience in processing and analyzing complex data sets using appropriate statistical, scientific, or professional methodologies using programs such as SQL, SPSS, SAS, Stata, or R.

Advanced skill level in MS Office software programs, including Word, PowerPoint, Outlook, and Excel.

Experience providing direct technical assistance and customer support.

PREFERRED SKILLS

Proven history of successful engagement with external partners, preferably in the healthcare industry.

Experience with development, testing, and re-specification of healthcare quality measures.

Experience with database design; usability analysis; data use agreements; and/or web application development.

Familiarity with the state and federal health care policy and regulatory landscape.

Proven ability to effectively communicate with end-users in an informative and non-technical manner.

Strong organizational skills and detail-oriented.

Quality Assurance Testing: Analyze and evaluate requirements, write and execute test scenarios, analyze and document test results, track of defects and researching problems, track and verify issue resolution, plan and performing functional and integration testing.

Discriminating consumer of research with “translational skills,” enabling effective communication of technical information in a user-friendly, non-technical manner.

Familiarity with state and federal health care initiatives and policies and federal agencies such as the CMS and AHRQ.

Superior analytical skills and proven ability to transform raw data into an accurate and useful analytics.

Ability to work in a fast-paced, timeline driven environment and complete analysis, identify issues and address problems in a professional manner.

Ability to work effectively and efficiently with minimal supervision.

Work well as a team member and demonstrated effectiveness in doing so.

MAJOR DUTIES AND TASKS

Maintain and improve a large hospital quality data system.

Provide broad technical assistance to hospitals and health systems participating in HQIP.

Conduct outreach to hospitals and other external partners for purposes of engaging them in the data system, provide data for the platform, and record and track enrollment and data submission progress.

Standardize, aggregate, and validate health-related data, create new measures and reports in the system.

Analyze health-related data using a variety of techniques, ranging from simple data aggregation and correlation to possibly complex data mining and advanced analytics.

Prepare reports, including creation of spreadsheets, tables, and graphs. 

Conduct literature reviews of hospital quality topics and summarize for measure development.

Discuss findings with other project staff and present results in meetings.

Clearly detail statistical methods and findings to project team members and translate complex concepts for lay audiences.

Establish and monitor accuracy and completeness of assigned work.

Adhere to the project timelines and schedule of deliverables.

Assist other team members with project coordination.

Participate in internal and external meetings as required.

Other duties/projects as assigned.
