CHA Submits Comments on Home Health PPS Proposed Rule

On behalf of members, CHA has submitted a comment letter on the proposed rule for the calendar year 2021 home health prospective payment system.  

In the letter, CHA expressed continued concern about the pace and scope of changes and implications for data collection and future policy development, especially in the context of the ongoing COVID-19 public health emergency and related changes to home health care delivery. CHA also reiterated a prior request that the Centers for Medicare & Medicaid Services (CMS) provide additional information and rationale for the application of behavioral offsets adopted with 2020’s implementation of the patient driven groupings model.  

CHA supported CMS’ proposal to amend allowable administrative costs to include additional telecommunication and remote patient monitoring services and urged CMS to consider additional policies that will encourage continued development of technology use as part of a comprehensive home health plan of care.
