CHA Responds to CMS Request for Information Regarding Basic Health Plans

CHA has submitted comments to the Centers for Medicare & Medicaid Services (CMS) in response to the agency’s Request for Information regarding State Flexibility to Establish a Basic Health Program Under the Affordable Care Act (ACA).

In the letter, CHA expressed support for the stated goal of a Basic Health Program in ensuring access to coverage for lower-income populations, but noted that creating a Basic Health Program outside the Exchange without careful consideration of the potentially significant unintended consequences could have a detrimental impact on the broad goals of achieving coverage through the Affordable Care Act.  In order for the implementation of the exchange to succeed, concentrated risk in the exchange should be avoided and network adequacy and choice must be preserved for enrollees in a Basic Health Plan.
