CHA Releases On-Demand Webinar and Summary of FFY 2021 IPPS Proposed Rule

CHA has made available a detailed summary and on-demand video presentation on the Centers for Medicare & Medicaid Services (CMS) federal fiscal year (FFY) 2021 inpatient prospective payment system (IPPS) proposed rule. Comments on the proposed rule are due July 10.  

The video provides a high-level overview of the proposed rule, including payment, policy, and quality updates. After viewing the video, members are invited to submit questions or provide input for CHA’s comments by submitting e-mail feedback. 

The summary provides additional details on the proposed rule, including CMS’ proposals to continue implementation of its previously finalized area wage index policy, use of a single year of uncompensated care (UCC) data from the 2017 Medicare cost report to determine the distribution of Medicare disproportionate share hospital (DSH) UCC payments for FFY 2021, and requirements that hospitals report on the Medicare cost report the median payer-specific negotiated rates for inpatient services, by Medicare Severity Diagnosis Related Group, for Medicare Advantage organizations and third-party payers. The summary also provides information on CMS’ annual payment and quality updates, which CMS says it has limited to statutory requirements and proposals to reduce burden due to the COVID-19 public health emergency.
