CHA has issued a summary, prepared by Health Policy Alternatives, of the proposed rule recently released by the Centers for Medicare & Medicaid Services (CMS) regarding changes to the participation requirements for long-term care (LTC) facilities, including skilled-nursing facilities (SNF).

In addition to substantive changes addressing multiple areas of facility requirements and clinical care, CMS proposes to modify and delay by one year implementation of certain provisions involving designation and training of the infection preventionist, quality assurance and performance improvement, and compliance and ethics programs. These provisions were originally scheduled for implementation in November 2019 in Phase 3 of changes to the LTC requirements for participation that were finalized in November 2016.

Comments on the proposed rule are due Sept. 16.
