CHA Issues Summary of Proposed Rule on Medicaid Financing

CHA has issued a detailed summary of the Medicaid fiscal accountability rule proposed by the Centers for Medicare & Medicaid Services (CMS), which would revise the Medicaid program. Included in the proposal are changes to the rules for states to finance their non-federal share of Medicaid costs and calculate their associated upper payment limit (UPL), and new reporting requirements.

CHA’s summary reviews the provisions of the proposed rule and highlights significant changes that could have an impact on California.

CHA continues to analyze the proposed rule and engage with our national association colleagues and CHA members for their input to inform CHA’s response.

What’s Next:

  • CHA will hold a member forum on Jan. 8, 2020, at 10 a.m. (PT) to discuss the rule and solicit member feedback.
  • CHA expects to have a draft letter for members to reference when drafting their own comments the week of Jan. 13, 2020.
  • Comments are due to CMS by 2 p.m. (PT) on Feb. 1, 2020.
