CHA has issued a summary, prepared by Health Policy Alternatives, of the proposed Notice of Benefit and Payment Parameters for 2021 issued by the Centers for Medicare & Medicaid Services (CMS). The notice proposes policy changes including regulatory and financial standards for payers participating on federal and state exchanges such as Covered California.

The notice also sets parameters for the risk-adjustment program, and it would require annual state reporting of state-required benefits and describes a new value-based insurance design plan. Comments are due to CMS by March 2.
