CHA Issues Summaries of FFY 2021 IPPS and LTCH PPS Final Rules

On Sept. 2, CMS issued its final rule updating the federal fiscal year (FFY) 2021 inpatient prospective payment system (IPPS) and long-term care hospital (LTCH) prospective payment system. CHA has issued summaries, prepared by Health Policy Alternatives, detailing the IPPS and LTCH PPS provisions of the final rule.

Due to the COVID-19 public health emergency, CMS waived requirements for 60- or 30-day effective dates, and the policies finalized in the rule are generally effective Oct. 1.  

Among the policies included in the IPPS summary are CMS’ new requirements that hospitals report certain Medicare Advantage negotiated rates on the cost report, updates to the Medicare disproportionate share hospital payment methodology, and ta new Medicare Severity-Diagnosis Related Group payment for Chimeric Antigen Receptor T-cell  therapy. The LTCH PPS final rule summary includes details on CMS’ policy to fully phase-in statutory site-neutral payment requirements.
