CHA has issued the attached detailed summary, prepared by Health Policy Alternatives, Inc., on the Centers for Medicare & Medicaid Services (CMS) final rule implementing the Comprehensive Care for Joint Replacement (CJR) payment model. The summary is in addition to the previously issued executive summary of key provisions. CMS has finalized the start date for this program as April 1, 2016, a slight delay from the proposed start date of Jan. 1, 2016. The model will require participation from inpatient prospective payment system hospitals in three California metropolitan statistical areas: Los Angeles-Long Beach-Anaheim (Orange County and Los Angeles County); Modesto (Stanislaus County); and San Francisco-Oakland-Hayward (Alameda County, Contra Costa County, San Francisco County, San Mateo County and Marin County). A complete list of hospitals CMS believes to be subject to the CJR program is also attached.

At CMS’ request, CHA will send an email later today to California CJR hospitals, on behalf of CMS. The agency requests that hospitals provide it with two points of contact for the CJR model. CMS will communicate directly with these individuals going forward and will provide additional information about the program including, but not limited to, participation in the model, model policies and requirements, and how to access beneficiary data and receive target prices. Hospitals should email CMS with the name, title, email and phone number for each contact. The subject line should include the hospital’s CCN, and the email should be directed to cjrsupport@ngc.com.

CHA will host a member call for all hospitals and provide an overview of the final rule on Jan. 13 from 1:30 p.m. – 3:00 p.m. (PT) (This call has been rescheduled from Noon). To register for the call, visit www.surveymonkey.com/r/SJXZTZS. Please register by noon on Jan. 12. In the coming weeks, hospitals will receive individual CHA DataSuite reports analyzing the impact of the final rule, which will be reviewed in the webinar. Questions about the CJR program can be sent to Alyssa Keefe, CHA vice president, federal regulatory affairs, at akeefe@calhospital.org; or Amber Ott, CHA vice president of finance, at aott@calhospital.org.
