CHA DataSuite Releases Analysis of FFY 2021 SNF PPS Proposed Rule

CHA DataSuite has released hospital-specific analyses of the federal fiscal year (FFY) 2021 proposed rule for the Medicare skilled-nursing facility (SNF) prospective payment system (PPS). The analysis is intended to show providers how Medicare PPS payments may change based on the policies set forth in the FFY 2021 SNF PPS proposed rule. A summary of the proposed rule can be found here.  

The analysis calculates and compares Medicare SNF payments based on the FFYs 2020 final rule and 2021 proposed rule.  

As the Medicare cost reports have yet to be updated to account for the Patient-Driven Payment Model (PDPM) methodology, SNF PPS payments for FFY 2020 are based on PDPM total payments from the FFY 2020 proposed rule PDPM impact file.  

Proposed changes modeled in this analysis include the market basket update, Affordable Care Act-mandated productivity reduction, wage index budget neutrality, wage index reduction stop loss budget neutrality, wage index reduction stop loss impact, rural status change impact, wage index and labor-related share impact, and value-based payment year-over-year adjustment.
