CHA Comments on Physician Loan Forgiveness Application

CHA — along with the California Medical Association, Texas Medical Association, and Texas Hospital Association — has submitted a letter to U.S. Department of Education (DOE) Secretary Miguel Cardona about the Application and Employment Certification for Public Service Loan Forgiveness (PSLF) Program.

The letter offers the department amendments to the application to ensure that the PSLF Program documents accurately and fully conform to the changes made in the 2022 final rule that enables eligible California physicians to participate in the program, despite the state’s prohibition on physician employment.

Additionally, the DOE has updated its FAQs to reference the exception to the PSLF direct employment requirement in states where laws prevent an otherwise qualifying employer from hiring employees directly to fill positions or provide services, such as physician employment by hospitals in California. CHA encourages members to review information for qualifying employers related to certifying employment for an “employee filling a position or providing a service that can’t be filled or performed by a direct employee due to state law.”
