CDPH Issues Updated Guidance on Skilled-Nursing Facility Management Requirements

The California Department of Public Health (CDPH) has issued All Facilities Letter (AFL) 23-17, which provides updated information on new requirements regarding licensure, changes of ownership (CHOW), and changes in management companies (CHOM) for skilled-nursing facilities (SNFs) and intermediate care facilities (ICFs).   

Assembly Bill 1502 requires that, effective July 1, 2023, only those persons and entities approved by the CDPH may operate or manage a SNF or ICF, and all approvals must be received before the CHOW or CHOM can occur. Transactions requiring prior approval include the sale or transfer of the facility and the establishment of an agreement with a management company hired to operate the SNF or ICF.
