Urge Lawmakers to Prevent Premature Expansion of OHCA Oversight

ACTION NEEDED

Write a letter urging members of the Senate Health Committee to oppose Assembly Bill (AB) 1415 (Bonta, D-Oakland), which would expand the Office of Health Care Affordability’s (OHCA’s) authority.

BACKGROUND

AB 1415 doubles down on OHCA’s pursuit of deep, fast, and inequitable cuts to health care spending growth without adequate consideration of the consequences on patients and the ability of hospitals to maintain services. 

This legislation would expand OHCA’s oversight to health systems, allowing it to subject systems to the same field-wide target currently in effect — or an even more aggressive target. In addition, AB 1415 would expand the scope of OHCA’s market review process, which would undermine hospitals’ partnerships with other entities to expand services or improve new health care delivery. Hospitals must voice their concerns with expanding the authority of an entity that has not yet provided an impact analysis of its current decisions.
