ACTION NEEDED
Write or call your hospital’s assemblymember and ask them to vote “yes” on Senate Bill (SB) 1432 (Caballero, D-Merced) next month. The bill offers important modifications to the 2030 seismic standards related to timing and financial support. Hospitals should also encourage their community partners to submit letters.
For hospitals that are participating in CHA’s community engagement project, please schedule hospital tours with your assemblymembers as soon as possible. As the bill moves through the legislative process, it is critical that assemblymembers see the challenges with seismic compliance and understand the need for an extension. In addition, hospitals are encouraged to ask their assemblymember to be a co-author of SB 1432 and their community partners to participate in tours with elected officials.
Please update Kathryn Scott, senior vice president, state relations and advocacy, at kscott@calhospital.org and Trina Gonzalez, vice president, policy, at tgonzalez@calhospital.org on your progress.
TIMING
Please send letters directly to your state assemblymember and send a copy to Emily Schroeder, legislative assistant, at eschroeder@calhospital.org. Find the contact information for your assemblymember on the Legislature’s website.

BACKGROUND
Earlier this year, CHA worked with a bipartisan group of senators to introduce legislation that would help hospitals with a wide range of seismic compliance challenges. SB 1432 would:
- Extend the 2030 seismic compliance deadline by providing an initial three-year extension to 2033 upon submission of a seismic compliance plan and Non-Structural Performance evaluation and up to an additional five years to comply with seismic operational requirements
- Address additional post-earthquake disaster preparedness requirements
- Assess opportunities for financial support
- Require the state to assess the overall costs of the 2030 requirement
- Address rural hospitals’ unique concerns
