AB 1415 Passes Senate Health Committee Stripped of Troubling Provisions

What’s happening: On Wednesday, Assembly Bill (AB) 1415 cleared the Senate Health Committee with vital amendments striking provisions that would have empowered the Office of Health Care Affordability (OHCA) to collect data from and set unique spending targets on health systems in addition to individual hospitals, other providers, and payers.

What else to know: The amended bill expands OHCA’s authority to prospectively review market transactions, including those involving management service organizations, private equity firms, hedge funds, new companies, and providers that have ceased operations. CHA continues to seek changes to prevent OHCA from imposing unnecessary and harmful impediments to partnerships among providers that will sustain access to care and improve clinical integration.
