CHA DataSuite Releases FFY 2021 Inpatient Rehabilitation Facility PPS Proposed Rule Impact Analysis

CHA DataSuite has released hospital-specific impact analyses of the Centers for Medicare & Medicaid Services’ federal fiscal year (FFY) 2021 Medicare inpatient
rehabilitation facility (IRF) prospective payment system (PPS) proposed rule. It is intended to show providers how Medicare IRF PPS payments would change from FFY 2020 to FFY 2021 based on the proposed rule.

Payment changes modeled in the report include the market basket update, Affordable Care Act-mandated market basket reductions, budget neutrality
adjustments, wage index and labor share updates, case-mix group updates, and change in rural status. 

For FFY 2021, like in FFY 2020, all three facility level adjustment factors — low-income percentage, teaching, and rural — are kept at the FFY 2014 level.
