Eric Chan

Eric Chan is a technology enthusiast and trial lawyer who represents clients in complex litigation and arbitration on behalf of providers. He has deep experience in managed care disputes, having recovered tens of millions of dollars on behalf of providers. He also defends providers in all kinds of business litigation, including with health information technology (HIT) vendors and other service providers. Eric is a nationally-recognized expert on the No Surprises Act and other aspects of federal and state managed care regulation.

Robert Ducay

Robert Ducay serves as Vice President of Policy at the California Hospital Association (CHA). Robert is responsible for developing, advocating, and executing public policies, legislation, and regulations on behalf of CHA member hospitals at the state and national levels. Robert serves as the issue manager for Medi-Cal financing and represents members’ financial interests related to Medi-Cal, which includes the hospital fee, and provides support on financial and reimbursement issues affecting California hospitals and health systems.

Mark Farouk

Mark Farouk is the Vice President of State Advocacy at the California Hospital Association (CHA). Prior to joining CHA, Mark served as the chief of staff at the Office of the Assembly Majority Leader. He has over twenty years of experience in government affairs and statewide policy making on important California issues.  

Ben Johnson

Ben Johnson is CHA’s Vice President, Policy, covering finance and affordability issues, including the Office of Health Care Affordability. Ben has been working in health care policy for 8 years, previously having advised the state legislature from his role at the Legislative Analyst’s Office, where he was lead on issues like drug pricing, the Medi-Cal budget, single-payer financing, and health care-related taxes.

Ben McGowan

Ben McGowan is Vice President and Legal Counsel for the California Hospital Association (CHA). Ben previously served as Deputy Chief Counsel and Assistant Deputy Director at the California Department of Health Care Services (DHCS), and served as a Staff Counsel for Special Projects and Assistant Chief Counsel for Health Care Financing and Rates at DHCS. In his most recent DHCS position, Ben oversaw over ninety attorneys with respect to all legal matters pertaining to the administration of Medi-Cal and other health programs.

Chad Mulvany

Chad Mulvany, Vice President, Federal Policy for CHA, is responsible for providing leadership on federal hospital reimbursement issues and contributes on other federal regulatory matters. Based in CHA’s Washington, D.C. office, Mr. Mulvany collaborates with CHA’s leadership, issue managers, and national hospital associations on analysis and policy development for advocacy purposes.

Katrina Pagonis is chair of Hooper, Lundy, & Bookman’s regulatory department and a nationally recognized expert on implementation of the Affordable Care Act’s market reforms, including the federal regulation of government-sponsored and private managed care plans and the establishment and operation of Health Insurance Exchanges (“Marketplaces”) like Covered California. Katrina regularly advises clients on the impact of health care reform, as well as emerging health care reform proposals at the state and national levels.

Ryan Witz is a Senior Manager with SCA and the Sr. VP – Finance and Policy for the District Hospital Leadership Forum (DHLF). In his capacity with DHLF, he is responsible for the development of federal and state financial/reimbursement policy on behalf of California’s District hospitals. This includes overseeing DHLF’s advocacy functions and working directly with state regulators in the design and implementation of health care policies that impact District hospitals, as well as the other healthcare stakeholders that participate with the Districts in this process.

Justin Ziombra

Justin Ziombra is the Group Vice President of Data Analytics at the California Hospital Association (CHA). In his role, he creates data-driven analyses to identify trends, spot opportunities, and evaluate the impact of state and federal policy changes, and translates the results of these analyses for stakeholders, elected officials and California hospitals. Prior to joining CHA, Justin was a director on the Policy and Data Analytics team at the Maryland Hospital Association and worked as a critical care registered nurse and nurse manager at The George Washington University Hospital in Washington, D.C.
