Overview

Are you aware of the changes that have been made by CMS and proposed changes by the California Department of Health Care Services (DHCS) that will affect every single rural health clinic? While some of these changes are final during the COVID-19 period, and others being proposed by DHCS are subject to CMS approval, you will still want to be aware of the financial impact they may have on your rural health clinic.

SNFs Encouraged to Participate in Quality Improvement Initiatives

This post has been archived and contains information that may be out of date.

The California Department of Public Health (CDPH) has issued All Facilities Letter (AFL) 20-68, encouraging skilled-nursing facilities to confer Centers for Disease Control and Prevention National Health Safety Health Network rights to the Health Services Advisory Group, the Medicare Quality Innovation Network-Quality Improvement Organization for California. Under the direction of the Centers for Medicare & Medicaid Services (CMS), the advisory group partners with nursing facilities throughout California to support improvements in quality of care and to help prevent and mitigate the spread of COVID-19. To support this effort, the advisory group offers real-time data to SNFs using select NHSN data.

To ensure each facility’s data are updated, CDPH requests that all nursing facilities confer rights to the advisory group to view data in the health safety network by Sept. 30. There is no cost to participate. To learn how to confer rights, see the AFL and the advisory group instructions.

COVID SNF Rates Extended for New Rate Year

This post has been archived and contains information that may be out of date.

The Department of Health Care Services has posted updated information on its website about reimbursement rates for skilled-nursing facility services, including an additional 10% reimbursement applied to per diem rates effective March 1 during the COVID-19 public health emergency. For the new rate year that began Aug. 1, the COVID-19 increased amounts will remain unchanged. For providers to receive the additional reimbursement, they should bill at the temporarily increased rates established by the department.

Upon expiration of the state public health emergency or national emergency, whichever occurs first, long-term care reimbursements will revert to their 2020-21 per diem rates. DHCS will post an update on its website to inform providers when the emergency period and the additional reimbursement expire.
