Hospital Leaders Share Access Concerns with Lawmakers
What’s happening: CHA convened a gathering in Sacramento of critical access hospital (CAH) leaders, legislators, and staff this week in support of Senate Bill (SB) 1423 (Dahle, R-Bieber), which aims to stabilize health care services in rural, remote communities.
What else to know: On Tuesday, leaders from eight CAHs visited the offices of 12 lawmakers to convey the serious challenges they face keeping their doors open and the threat posed by the loss of hospital services in rural and underserved communities.
CMS Proposes 2.6% Inpatient Prospective Payment System Rate Increase for FY 2025
What’s happening: The Centers for Medicare & Medicaid Services (CMS) has proposed a net increase to base Medicare inpatient payment rates (market basket update) of 2.6% for fiscal year (FY) 2025.
What else to know: The increase is included in the FY 2025 Medicare hospital inpatient prospective payment system (IPPS) and long-term care hospital (LTCH) prospective payment system proposed rule. Comments on the proposed rule are due to CMS by June 10.
CHA Issues Draft Comments on Proposed Accrediting Organization Requirements
What’s happening: CHA has issued draft comments in response to the Centers for Medicare & Medicaid Services’ (CMS) proposed changes to accrediting organization (AO) requirements.
What else to know: CHA encourages members to submit comments, due to CMS by 2 p.m. (PT) on April 15.

Join HQI’s Virtual Forum on Use of Force in Managing Workplace Violence
What’s happening: CHA’s Hospital Quality Institute (HQI) will hold a virtual forum on Hospital Workplace Violence: Security Personnel and the Continuum of Force on April 18 from noon to 1 p.m. (PT).
What else to know: The forum will discuss the pros and cons of various methods used by hospital security officers when responding to escalating levels of threats within a hospital facility, including the use of stun guns. Registration is open.
DMHC Provides Overview of Complaint and Appeals Process
What’s happening: A recording of the March 26 Department of Managed Health Care (DMHC) Complaint and Appeals Process Webinar is now available.
What else to know: This complimentary, members-only webinar includes information about DMHC’s role in the independent medical review and complaint process. DMHC staff provided an overview of their jurisdiction and the consumer and provider complaint processes.
CMS Approves 2024 Private Hospital Directed Payment Preprint
What’s happening: On April 4, the Centers for Medicare & Medicaid Services (CMS) approved the calendar year 2024 Private Hospital Directed Payment (PHDP) preprint for the Jan. 1 through Dec. 31 rating period.
What else to know: A copy of the federal approval letter is available on CHA’s Hospital Fee Program web page under Program 8.
National Health Care Quality Leader Will Be Keynote Speaker at Virtual Summit
What’s happening: Adaptient founder Lee Erickson, MD, kicks off the Hospital Quality Institute’s (HQI) Patient Safety Evaluation System (PSES) 2024 Virtual Summit on May 21.
What else to know: Erickson’s “Embracing Complexity: Leveraging the Patient Safety Act for High Reliability in Health Care” talk opens HQI’s two-day summit.
CHA Works to Improve Bill on Implicit Bias Training in Maternal Care
What’s happening: CHA is working closely with Assembly Member Lori Wilson (D-Suisun), author of Assembly Bill (AB) 2319, on amendments to improve the bill’s implicit bias training requirements for perinatal health care providers.
What else to know: AB 2319 would expand provisions of the California Dignity in Pregnancy and Childbirth Act (Chapter 533, Statutes of 2019). CHA was successful in securing amendments that enable hospitals to implement the bill’s provisions and will continue to work with the author’s office on further clarifying amendments.
