Regulations Rescinded on Employer-Sponsored Wellness Programs
The Equal Employment Opportunity Commission has rescinded regulations — effective Jan. 1 — under the Americans with Disabilities Act (ADA) and the Genetic Information Nondiscrimination Act (GINA) related to the use of financial incentives in employer-sponsored wellness programs. The EEOC’s action should prompt employers to review their employer wellness programs, particularly if a program offers financial incentives.
CHA Conference Provides Strategies for Transforming to Value-Based Care
CHA’s Center for Post-Acute Care will host its annual conference Feb. 25-26 in Pasadena. Titled Transforming to Value-Based Care: Strategies for Hospital Success, this one-and-a-half-day conference focuses on the move from volume- to value-based payment.
Newsom Health Care Agenda Includes CHA-Supported Proposals
Following his inauguration speech Monday, Gov. Gavin Newsom released his health care agenda. In it, he outlined several strategies to expand health care coverage that are supported by CHA’s Board of Trustees:

CHA Guidebook Explains Discharge Planning for Homeless Patients
The California Department of Public Health has issued All Facilities Letter 19-01 reminding hospitals of the new law requiring that they try to coordinate homeless patients’ discharge to appropriate area shelters or other community-based services. To help hospitals comply with the law, CHA has developed a guidebook titled Discharge Planning for Homeless Patients.
Medicare Part A Claims to Be Held for January Release of Fiscal Intermediary Shared System
Noridian has placed Medicare Part A claims with dates of service on or after Jan. 1, 2019, on a 15-day hold while pricing files are installed into the Fiscal Intermediary Shared System. The hold will allow claims to be verified for correct pricing to ensure proper payment. All claims held during this time will be released no later than Jan. 15.
CHA DataSuite Releases Analysis of Final Rule on Home Health PPS
CHA DataSuite has issued hospital-specific analyses intended to show providers how Medicare fee-for-service payments will change from calendar year (CY) 2018 to 2019 based on the CY 2019 Medicare home health prospective payment system final rule.
CMS Proposes Risk Adjustment Changes for Medicare Advantage Plans in 2020
The Centers for Medicare & Medicaid Services (CMS) has issued Part I of its 2020 Advance Notice of Methodological Changes for Medicare Advantage (MA) Capitation Rates and Part D Payment Policies, including proposed updates to the risk adjustment model for capitated payments for MA plans, as required by the 21st Century Cures Act.
Federal Judge Rules Against 340B Reimbursement Cuts
Last week, a federal judge ruled that the Department of Health and Human Services (HHS) exceeded its authority in the 2018 outpatient prospective payment system (OPPS) by substantially reducing reimbursements under the 340B Drug Pricing Program.
New Law Changes Training Requirements for Medical Licensure in California Starting in 2020
A new law that takes effect in 2020 requires all physicians obtaining a California license to have at least three years of post-graduate training, rather than the current one year of training.
Health Care Facilities Reminded of New Requirement to Provide Plant-Based Meals
The California Department of Public Health reminds health care providers that, effective Jan. 1, they must make plant-based meal options — without meat, poultry, fish, dairy or eggs — available to patients, in accordance with their physician’s orders.
