House Passes First Package to Fund Federal Government, Includes Health Provisions
What’s happening: The U.S. House passed the Consolidated Appropriations Act of 2024, which will fund a portion of the federal government through the end of the fiscal year. The package includes a group of CHA-supported health care provisions important to hospitals.
What else to know: Congress has until March 22 to pass a second package to fund the rest of the federal government, including the Department of Health and Human Services.
CMS Finalizes Medicaid DSH Third-Party Payment Calculation
What’s happening: The Centers for Medicare & Medicaid Services finalized changes to how states calculate the hospital-specific cap for Medicaid disproportionate share hospitals (DSH).

What’s happening: On Jan. 18, the House and Senate passed legislation, known as a continuing resolution, to fund the federal government though March 1 for certain departments and March 8 for others. President Joe Biden signed the bill on Jan. 19.
What else to know: The resolution included a CHA-supported provision to delay scheduled Medicaid disproportionate share hospital cuts until March 8.
Continuing Resolution Averts Government Shutdown and Delays DSH Cuts
What’s happening: The House voted 336-95 on a two-tiered stopgap measure that funds the federal government past the Nov. 17 deadline and delays Medicaid disproportionate share hospital cuts until Jan. 19. The Senate passed the measure on Nov. 15 and President Biden has indicated he will sign it.
What else to know: Funding expires for certain federal agencies on Jan. 19 and other agencies on Feb. 2.
DHCS Postpones Disproportionate Share Hospital Cuts for July-September 2023 Payment Cycle
On Oct. 4, the Department of Health Care Services (DHCS) notified CHA that due to the passage of House Resolution 5860, which delayed the implementation of the Affordable Care Act Disproportionate Share Hospital (DSH) reduction until after Nov. 17, the department will not reduce the July-September 2023 round of DSH payments.
