Improving the Medicare Post-Acute Care Transformation (IMPACT) Act: What Does the Future Hold Post-Pandemic?

2014. Congress recognized that payments for post-acute care (PAC) settings needed to be modernized. To unify the payment model for PAC providers, they enacted the IMPACT Act. The law required CMS to develop and implement standardized patient assessment and quality measures for all PAC settings, and to use collected data to model a new PAC payment system — one that would combine existing site-specific payment systems into a single, comprehensive “unified” PAC payment system.

2021. Since the passage of the IMPACT Act, providers at all levels of the care continuum have been challenged to implement new practices for patient assessment, data collection, and discharge planning. While CMS was in the process of developing recommendations for future payment policy, PAC providers were going through transformative changes and were facing a major pandemic. With new information at hand, it is time to re-assess the timeline and the goals of the IMPACT Act.

  • Keynote speaker Lisa Grabert, Professor of Health Policy and Medicare Researcher, Georgetown University, will kick off the day with a discussion on the current state of the IMPACT Act as well as discussing The Resetting the Impact Act (TRIA) of 2021.
  • Breakout sessions for groups to do deep-dive discussions.
  • Closing session to review findings from the breakouts and discuss the next steps for PAC providers.
