CHA DataSuite Releases Analysis of FFY 2020 HAC Reduction Program, Medicare Inpatient Psychiatric Facility Final Rule

CHA DataSuite has issued hospital-specific analyses of the federal fiscal year (FFY) 2020 Hospital-Acquired Condition (HAC) Reduction Program and Medicare inpatient psychiatric facility (IPF) final rule.

The analyses are intended to provide a preview of the potential impact of the HAC Reduction Program and the IPF final rule, based on publicly available data and program rules established by the Centers for Medicare & Medicaid Services (CMS).

FFY 2020 Second Quarter HAC Reduction Program

The reports included in this analysis evaluate hospital performance under the FFY 2020 program using the second quarter 2018-19 data updates on Hospital Compare. The analysis include estimates and details on how the HAC program measures and domain scores are calculated, and how payment penalties are determined and applied.

Due to data limitations, this analysis does not use the data for the same performance periods that CMS will use to calculate its final FFY 2020 HAC program scores. That data will not be available on Hospital Compare until the beginning of FFY 2020.

Medicare FFY 2020 IPF Final Rule

This analysis is intended to show providers how Medicare fee-for-service payments would change from FFY 2019 to FFY 2020 based on the IPF final rule’s policies. A summary of the final rule can be found here.

This analysis incorporates changes to IPF payments implemented by CMS, including a market basket update, Affordable Care Act-mandated market basket reductions, a wage index budget-neutrality adjustment, and updated wage index values.

The impacts provided do not include the 2 percent sequestration reduction to all lines of Medicare payment authorized by Congress through FFY 2027.
